Apple will present its new tablet in small size and low cost i.e. iPad Mini on October 23 according to the latest rumours coming from the technology blog of The Wall Street Journal.

It would be a few days later than expected or better than mainstream media as rumored by Bloomberg or Fortune, but in any case the announcement of the iPad Mini would occur prior to the filing of quarterly results from Apple and attention, two days before launch Windows 8 and Microsoft Surface RT.

And although it would be more focused iPad Mini to compete with cheap Android (Nexus, Kindle Fire) because of size, Surface and other electronic tablets with Windows 8 would be a step above.
